Tolf's Bay, is the most Northern town in Frosthaven, known for housing the feared and powerful Necromancers Guild, is a small and cramped town settled between a mountain range and a frozen bay. The town's only street is filled with tightly packed houses, creating an oppressive and claustrophobic atmosphere. Dark magics are whispered to be in use in the town, and the locals are known to be cautious and distrustful of outsiders. It is considered remote and has few visitors. Most of the supplies come from trading using the towns ore and salt mines. The town has a number of hunters, fishers and foragers to top up supplies.
